Corruption is one of the most critical issues facing the Haitian justice system today. Bribes to police, judges and prosecutors are the norm in many cases. Chronic underinvestment and low salaries make honest practices difficult for officials. Allegations of corruption are rarely investigated or punished since most actors in the system are complicit.' Other than moral beliefs and personal reputation, members of the judiciary have little incentive to not pay or accept bribes.This article focuses on various forms of judicial corruption plaguing the Haitian legal system that lawyers at Bureau des Avocats Internationaux (BAI) ("International Lawyers Office"), a public interest law firm in Port-au-Prince, Haiti, see in their cases every day, including corruption, bribery and political interference.
