This submission was prepared for the Universal Periodic Review (UPR) of Cuba on 5 November 2023. In this document, Amnesty International evaluates the implementation of recommendations made to Cuba in its previous UPR, principally in relation to the rights to freedom of expression and assembly. It also assesses the national human rights framework regarding Cuba’s on-going failure to ratify key international human rights instruments, and its newly passed Penal Code. Regarding the human rights situation on the ground, Amnesty International raises concern about the on-going mass imprisonment of people following protests in July 2021, the situation of prisoners of conscience, and internet restrictions. Amnesty International includes a set of recommendations to Cuba which, if implemented, would contribute to improving the human rights situation.
