Es importante tener en cuenta que la construcción de seguridad no se limita únicamente a la garantía de condiciones físicas sino también ontológicas, y que, el ámbito nacional e internacional, al estar sujetos a un proceso de cambio constante, generan vacíos cognitivos en los actores estatales. Estos vacíos cognitivos disminuyen la capacidad de predicción en un contexto de interacción y aumentan, a su vez, los costos de transacción derivados del procesamiento de las amenazas y las posibles respuestas frente a estas. De esta forma, aunque la esfera de la seguridad ontológica es un campo que generalmente no es considerado dentro de la estructura de intereses de las entidades estatales, esta constituye un factor esencial en el interés nacional, y en la percepción de amenazas por parte de estas.
Dada la profundización de la investigación con respecto al impacto de la Política de Seguridad Democrática en el panorama político y social del país, desde la perspectiva de la seguridad tradicional, es pertinente analizar los efectos generados en términos de la seguridad ontológica, teniendo en cuenta la incidencia que tuvo esta al reafirmar la condición de identificación de Colombia como un Estado Social de Derecho efectivo en el cumplimiento de las disposiciones constitucionales.
It is important to bear in mind that the construction of security is not limited only to the guarantee of physical conditions but also ontological ones, and that, at the national and international level, being subject to a process of constant change, generate cognitive gaps in state actors. . These cognitive gaps reduce the ability to predict in an interactional context and, in turn, increase the transaction costs derived from processing threats and the possible responses to them. In this way, although the sphere of ontological security is a field that is generally not considered within the structure of interests of state entities, it constitutes an essential factor in the national interest, and in the perception of threats by them. . Given the deepening of research regarding the impact of the Democratic Security Policy on the political and social panorama of the country, from the perspective of traditional security, it is pertinent to analyze the effects generated in terms of ontological security, taking into account the impact that this had when reaffirming the condition of identification of Colombia as an effective Social State of Law in compliance with the constitutional provisions.
