Este trabajo busca probar empírica y teóricamente cómo el gasto militar representa una externalidad frente al crecimiento, al igual que el nivel de impacto y la productividad que el gasto militar genera con respecto al crecimiento económico.
Se parte de los postulados de Paul Samuelson, y se llevan a lo denominado “La frontera eficiente”, que muestra cómo el gasto social se afecta por el gasto en defensa y seguridad, demostrando cómo en Colombia dicho postulado no se cumple. Para concluir que la política de defensa y seguridad es una ilusión sometida a la coyuntura y al ciclo político, y que mientras esta no se reglamente y se aísle de los vaivenes de la opinión pública, alteraran la sostenibilidad de la política de seguridad y defensa, en buena parte por la ligereza con que se abordan el análisis de dichos documentos.
This work seeks to test empirically and theoretically how military spending represents an externality in relation to growth, as well as the level of impact and productivity that military spending generates with respect to economic growth. It starts from the postulates of Paul Samuelson, and leads to what is called "The efficient border", which shows how social spending is affected by spending on defense and security, showing how this postulate is not fulfilled in Colombia. To conclude that defense and security policy is an illusion subjected to the conjuncture and the political cycle, and that as long as it is not regulated and isolated from the vagaries of public opinion, they will alter the sustainability of the security and defense policy, largely due to the lightness with which the analysis of these documents is approached.
