This study examines how the diffusion of low-cost, dual-use technologies—especially commercial drones and cryptocurrency—is reshaping organized violence, illicit logistics, and financial networks in Latin America. Drawing on open-source research and confidential interviews, it analyzes drone-enabled reconnaissance, smuggling, and attacks (notably in Colombia and Mexico), assesses fragmented and import-dependent state counter-UAS responses, and offers policy recommendations to strengthen layered defenses and financial oversight.
