This dialogue paper is an edited version of two separate presentations given by Ulrich Merten and Jorge Salazar-Carrillo at Florida International University's Fourth Annual Journalists' and Editors' Workshop on Latin America, held March 14-15, 1986 at the Miami Herald. Both works deal with Latin American debt crisis, but pose different viewpoints.
