	<p>Optimizing GIS capability does not always require that the municipality obtain cutting edge professionals and resources. This paper offers a disaster risk reduction (DRR) design methodology for small towns and rural areas that employs a multi-variable classification system, enabling customization for effective DRR.</p>
<p>Determining appropriate GIS capacity requires that a community first be evaluated in order to identify its disaster risk reduction/disaster management (DRR/DM) requirements. These requirements are then considered in conjunction with the municipality's resources to establish the desired capability.</p>
<p>Qualification levels for major aspects of GIS capability with respect to DRR/DM are provided along with descriptions of each level and suggested procedures for advancement to the next level. It should be noted that a municipality can be classified at a different level with respect to different variables. Needs vary according to the community, thus attainment of a uniform capability level may not be necessary.</p>

	<p>This paper reflects a research project on the influence of online news media (from print, radio, and televised outlets) on disaster response. Coverage on the October 2010 Indonesian tsunami and earthquake was gathered from 17 sources from October 26 through November 30. This data was analyzed quantitatively with respect to coverage intensity over time and among outlets. Qualitative analyses were also conducted using keywords and value scale that assessed the degree of positivity or negativity associated with that keyword in the context of accountability. Results yielded insights into the influence of online media on actors' assumption of accountability and quality of response. It also provided information as to the optimal time window in which advocates and disaster management specialists can best present recommendations to improve policy and raise awareness. Coverage of outlets was analyzed individually, in groups, and as a whole, in order to discern behavior patterns for a better understanding of media interdependency. This project produced analytical insights but is primarily intended as a prototype for more refined and extensive research.</p>

	<p>This paper assesses the status of pre-disaster risk management in the case of Turkey. By focusing on the period following the catastrophic August 17, 1999 earthquake, the study benefits from USAID’s Disaster Risk Management Benchmarking Tool (DRMBT). In line with the benchmarking tool, the paper covers key developments in the four components of pre-disaster risk management, namely: risk identification, risk mitigation, risk transfer and disaster preparedness. In the end, it will present three major conclusions: (i) Although post-1999 Turkey has made some important progress in the pre-disaster phase of DRM, particularly with the enactment of obligatory earthquake insurance and tightened standards for building construction, the country is far away from substantial levels of success in DRM. (ii) In recent years, local governments have had been given more authority in the realm of DRM, however, Turkey’s approach to DRM is still predominantly centralized at the expense of successful DRM practices at the local level. (iii) While the devastating 1999 earthquake has resulted in advances in the pre-disaster components of DRM; progress has been mostly in the realm of earthquakes. Turkey’s other major disasters (landslides, floods, wild fires i.e.) also require similar attention by local and central authorities.</p>
